Apparently so. Because doing the hunting bounties you need the areas unlocked to access the fight, and since it's a recommended level 90, you'd need all areas unlocked to get that far into the bounty missions. Hopefully this helped you though.

If you didn't unlock the other areas in the game and aren't a higher level (at least to cope with what's thrown at you), you prob won't be able to access the other PvP quests until you do so.

Being so I was level 73 and going against 115, it definitely would be low damage. And I main a sword, so I'm not big into guns in the game.
