The stalvatos ruins. If you're on PC they unlock with progression ps4 it was a free update and will show up sometime after restoria plains

Rulercamelot yeah there's no limit. It you use the normal methods to get them like ssc and such you actually earn them a bit faster than before with it maxed

No, what I mean is, the only way I know to get skill points is through leveling the skills, how can ssc give them? Does doing high combos reward them?

Rulercamelot yes. The higher the ssc as well as the damage multiplier will reward skill points
