CES: NX Tool Library Update Process

When I create a new tool, I give it a unique name in the Library Reference along with a unique Catalog Number (different than the Library Reference number) then export that tool into the tool dat file. Every time I import that new tool into a new file the Catalog Number matches the Library Reference number. Why is that?
