Tolkien never talked about the Blue wizard. However, in Letters of Tolkien edited by Humphrey Carpenter (I have it), he does give some clues. Blue Wizards traveled to Khand, Rhun and Harad to guide people there against Mordor who had fallen into Melkor worship
