There's the steam copy and Windows 10 version. I say go with the Windows 10 version as Steam does tend to crash randomly. If you have a Xbox fight stick or controller you can just hook it up to your PC too

Is it easy for rash to do those ~45% combos?

Depends on the situation. Rash can get a free 60% off of a Counter Breaker if you cash out the damage with a Shadow Big Bad Boot. But usually, yes, he can pump out big damage like that easily on lock outs and off a wallsplat into throw(adds an extra unscaled 15%).
