They need to make his tracking for ultimate jutsu better,it doesn't do that well also KO opponent doesn't give special points Also you may not notice he doesn't have any voice lines and the begging and at the end

Had an idea, I wish his ultimate had a second stage where he'll stay in puppet form for a limited time (to not make it op) and his normal jutsus will turn into that burst of flame like what he does in the storm games and the other one being the water jet he did in the anime, would be pretty cool to see...

Select him as a VR master and get you first star by playing matches or missions, then you can play as him. Hope this helps!
