It's a very old refinery no company can keep sustaining the kind of losses their making the workers will get a good redundancy package and they will use the site for something else

They'll close it and import refined oil from overseas where it's cheaper.

Why is productivity too low to make it viable? Have studies been made to solve this financial problem or those inefficient operational processes. What other issues could have caused this collapse ? Would collaboration with other refinery companies save it ? Decision makers must have answers to these questions.
