Part 9 just shows that Izuku never plan on telling anyone he's quirkless until All for One took that choice from him. The moment he got the Independence License he should had just came out with it but he didn't. Which lead to the heroes thinking he's using a quirk that he never had to begin with

That's one way of looking at it but another way of looking at it is this if Izuku wasn't as good as he was and was only normal then they wouldn't even bother apologizing. The only reason they are at this point is because they can't really force him into doing anything. Which was made clear when they tried to ambush him at that warehouse. They only acknowledge him for his power and power alone yes he's done good things but they only see him for his power. If he didn't they would even bother trying. Besides they aren't really apologizing they only want him to be a pro hero so that he will in a way submit to their system.

@ isaiahflemingramsey2351 Exactly, the heroes may not be doing it on purpose but they still aren’t treating Izuku as an equal. The heroes are still behaving under the pretense that quirkless people are inferior and that Izuku is just the exception(which both is and is not the case). Izuku himself has stated numerous times that he wasn’t special or lucky just insanely determined in his training to become the hero he’s always wanted to be. The heroes are only sorry about the end results(with Izuku becoming a hero outside of the pro-hero system), but not about the actions or preconceived notions that led to said outcome(and the way they corner Izuku in Nezu’s office doesn’t make their apology seem anymore sincere).
