I have a 20,000 sf lot in the City of Los Angeles. Can I subdivide the lot into 3 and then do a SB9 split on each, to build the maximum of 12 units?

No, SB9 lot splits cannot be applied to adjacent properties developed by the same owner. Maybe you could use SB9 on the two end parcels however since they are not technically ‘adjacent’. You should consider consulting an attorney though

What about an area with a 27 archer lot that I decline to split and the zoning says lots must be minimum of 20 acres. Could it be split in half

If within urbanized zone and zoned Single Family (and not an Ag zoning)

If zoning is single family then yes - technically but would need an Architect that knows what they are doing to process through the red tape
