When you are applying for OBC tell them it is for Central Goverment Job purpose then they will give you in central format acceptable for bank exams if you dont mention it they will usually give it in state format which is not accepted.

obc ncl certificate should be in the format of central government certificate. As you are applying from other states there is no ict policy keep this thing in your mind. And there is no scope of getting transfer to your home state
