There should be aselection board made from eminent and experienced persons.Similar person should be used for transferjudges and IAS officers. This will remove and other prsnal biases. Is it , for recruitment of,appointment and transfer of judicial officers,legal office possiible Government of India constitute a court above supreme court of India Hon'ble President of India has the power to do so UPSC
