You can counter his neutral combo, but not tilt. While countering tilt, the game pauses for a brief moment, just like in normal succesful counter attempt, but somehow Itachi's tilt will just keep doing. What's broken with Itachi's neutral combo is that when he throws his shurikens, you'll always sub in the same place, and the combo will hit you anyways. You're wasting subs for nothing.

***** Well, being top tier and being broken are two different things. I don't mind Itachi being good, I do however mind him being broken. Truth to be told, I kinda like Itachi in the manga and I would like to use him from time to time... if it wasn't for him being broken.
