Actually I believe they're working to code. The guys walking are wearing their harnesses. If I'm not mistaken they're not required to clip on.

You are correct. The person working the wheel, should be hooked or tied off. The erectors should be tied off "when feasable." Thats according to OSHA. If you ask anyone who ACTUALLY DOES this for a living, theyll gladly explain that the lanyard poses a tripping hazard and any life line must be secured to an anchor point which would support 5000 lbs or greater- which wouldnt be the frames as they are being erected. Furthermore the harness and laynard pose a major tripping and snagging hazard and it would be really impractical to carry the frames and have to contend with a yo-yo or lifeline, snagging this or that. They COULD theoretically do things differently, and I agree, they SHOULD but theyve been doing it this way for years and they are allowed to do it this way according to OSHA & most local laws.

UK typically uses a different type of scaffold- pipe and knuckle- this is a masons scaffold with walkthrough frames. Their methods are OSHA compliant. Crazy but true.
