why 5 equal parts ? why not 10 in first box

Right side each box indicate 5m. Again in left side bottom box, it's also 5m. If we are dividing 5m into 5parts, each small box indicate 1m. See in the sale we r dividing into parts like 5m, 1m, 0.1m.
