That's why she could never be with Fitz fully. Vermont jam and kids have always been a dream but she could never get there. Anytime her dad felt that she was trying to have any kind of happiness with anybody he would block it. He don't want her to have any love and happiness. For the most part i think you right, everything Rowan has done and taught Olivia, harsh though it may be, had always been for Olivia's benefit. Olivia's formidablity is a direct result of Rowan's harsh lessons. What Rowan wants most for Olivia is for her to be both safe and happy yes, but also to attain the belief that there is no level that she cannot rise as surpass. Part of that however means Olivia has to forge her own path and make her own choices. That means Olivia must choose herself over him, which means she must choose what she wants over what he wants for her. I however do think Rowan has been very misunderstood and Olivia does take him and what he has done for her for granted.
