I am surprised that anyone, other than Royal Navy divers, is allowed on the wrecks. Some of them may be scuttled German ships, but many will contain the remains of RN sailors.

Scapa Flow, is the resting place of the wrecks of the ships the WWI German High Seas Fleet, which was interned in Scapa Flow during the WW1 Armistice negotiations. The ships were deliberately scuttled by the German commander. While many of the wrecks were salvaged, a number remain, and these have become major diving attractions and "must-do" dives for any serious wreck diver.
