13:58 - I guess, that texture is used for the white towers that represents how much games you played and for how long. Or, it can be used for the "tunnel" in the system configuration menu. And, no, it's not a glitch texture, its actually stored in the system's rom, so it has to be used for something... I wish i had a proper software to extract this textures and research them.

The PS2 startup sound actually consists of multiple sound clips melding into each other by using the PS2's audio processor. Theoretically speaking, replicating the startup sound on the PS1's sound chip is technologically impossible.
