The wire with the handles could be a Garrote, but honestly that wire with those handles looks more like what veterinarians use to dehorn cows and goats or like animals because the wire when pulled by the handles and a fast rate can cut through bone and horns and because it will heat up can cauterize flesh so the animal doesn’t bleed as bad so they won’t need sutures. If you feel the wire and it’s rough then that’s what that would actually have been used for. Dunno if that will make you feel any better or not but that wire was probably used to cut horns or bone on animals.
