According to the 9th edition codex he is a half born. I know that he claims to have witnessed the end of the Eldari empire, but all the sources I found seem to point to him being born into slavery after Commorragh had been colonised by the Drukhari.

I feel sorry for Eldar fans, gamesworkshop seems to have the hardest time making non conflicting lore for them. I’m not even a fan of them but I can see they have written them into a hard spot to do anything of interest going forward

I do have some understanding for why GW ave problem with them. They are suppose to not think like humans, more like the fae. And I can see why a human would have problem describing that, on account of being human :p Ork are easy. Just get drunk, bang you head against a wall, when you start thinking and then just write.
