you could make a dragon farm that is timed to let the dragon's health get down low enough for a lit charged creeper to come in and take away the last of its health. idk if that would get dragon heads, but I don't think its been tried before. it would be extremely difficult, it would require nether portals, long rail lines (depending on how far the end portal is from your charged creeper farm), and many bubble columns... BUT I dont see how it wouldn't work.

Correct me if I’m wrong but would it be possible to re-populate a chunk multiple times add an end city ship to get the amount of dragon heads without exploding your world file I don’t know this is just a hypothesis and could be completely wrong about this and I also understand that that would take a long time still to repopulate at chunk that many times
