Not always, this seems to be commercial/professional fireworks. Consumer fireworks are more often made with cardboard/paper, but plastics are also sometimes used.

It's the week of U.S. Independence Day, so they did a Fourth of July themed compilation. Fireworks are launched during Fourth of July celebrations, "American as apple pie" is a common saying (even though apple pie is from Europe), barbecue grills are used for Fourth of July cookouts, and pools are a staple of outdoor summer celebrations.
