Scotlands Greatest War Memorial?

A man looks at the Border Reiver in Galashiels. Often cited as the greatest war memorial in Scotland. But why does a WWI /WWII memorial feature a 16th century Border raider??

In another life for ten years used to plant that up wi flowers that the fountain and bank street ,happy days.We should never forget the young lads who were conscripted for the English royal family again the German royal family.
