When I first read that it was jarring as well, but I think it's written in as a cover for the Foundation to maximize 5824-1 to target 5824-2. Personally, I chuckled a little when I was doing editing when I saw it again.

What, precisely, is stopping the SCP Foundation from just putting this thing in a containment vault and never touching it again? Does it have any effect at all if nobody touches it? If it can't find a way out of containment on its own, that's Safe, not Keter.

If someone hasn't touched it within 1-2 months weird stuff starts happening that would eventually lead to someone touching it. Locks start failing and equipment starts breaking.
