Researcher Note: "Upon further research, it would appear orange paint, a few anomalous liquids and a small piece of 999 was used by Dr. Eli to do this. How? The foundation is still uncertain. It is upon speculation that Dr. Eli may be an anomaly himself at this point. Given his past work with 999 before."
Incident 03-A: "During this experiment, Dr. Eli once again left the top window to his lab unlocked, as per Incident 02-B, which was the result of an anomalous piece of cake. Resulting in many of the 999 balloons taking flight and being lost to the atmosphere. It is uncertain where they are now or if they have deflated."
