I actually think Dr Bright might be a member of the 05 Council, it's why he gets away with doing so much unorthodox behavior. He's tested security procedures while acting on his whims. Keeps them on their toes.

Nah its because if another rival foundation gets ahold of bright he’ll cause more damage then under the SCP Foundations watch. Also he is considered an SCP plus he knows the location AND how to activate SCP-3000

Hidden in plain sight. Who in the foundation would believe that this foolish Dr could actually be one of the top members of the foundation.

@@michaelliggett1622 The 05 Council is incredibly secretive, how did you discover such high level classified information. The 05 Council could have made that up to draw our attention away from one of their actual members. All information in the foundation is controlled by them and what we know about them is what they want us to know about them. Any knowledge of who they are is probably fake, made up by the Council themselves.
