The person is using various "fabric manipulation techniques" to make the hearts pictures you shared. Google the terminology and there will be info on different ones but, unfortunately, one technique and then another... you likely knew this already. Ardriana Zercher does a lot of manipulation techniques. You might check her out. Their works are comparable just some of the techniques seem similar.
