That's the Sledge skin, which Epic already used as a sort of "Proto I.O. Guard" once, in the Chapter 2 Season 2 cinematic trailer, when four nameless goons were hunting Lynx. Back then, we didn't really thing it was important... just some generic faceless masked goons, as per the James Bond tropes. But in Ch2S5, Epic re-used Sledge's body model but put a new head model on it and added some I.O. logos to the uniform, boom, I.O. Guards were born.
