Just a quick video showing a sample of the process I use to repair scratch damaged vinyl records, re-cutting the damaged portion of the grooves making them play through without skipping or sticking.

OK, with that said I'll tell ya this process I've developed has about 85% success rate to curing skipping records. There is also a small (5-10%) chance you could make it worse.
My tools are quite simple: Inspectors loop, a steady flat surface, source of bright lighting (preferably positional to control glare) and a very fine blade exacto knife.
KZbin blocks my before/after videos playing the record because of the music license but I can tell you it works if you do it right. Using a very light touch working backwards and you must stay parallel with the grooves.
For you first timers you should probably practice on a crappy old record first. Use little to no pressure until you get the stroke down. After awhile you'll be able to feel it and it comes more naturally.
I've been doing this for quite a few years now and perform without the magnification but it is still recommended because sometimes it can throw you curve ball.
