Yes.... because 1 rotation is when your innitial value repeat..... So if you start rotation from zero and when next zero come then it is one rotation.

You have done a measurement error. The reading would be 0.397 cm. You can't count 4 as the 0 of the circular scale is above the main scale indicator line. It should even or below the line to get the value 4. In your case it is less than 4.
