I think the more complex Killers with a jack-of-all-trades power set are an effort to counter comms by giving the Killer a lot of options and a lot of potential playstyles. The original Killers were each intended to be a playstyle unto themselves, but now BHVR wants each Killer to have options. Also, with the licensed Killers, they want them to be good so fans of the home franchise will be happy.

I think you are way off base. The reasoning why newer killers have such complex jack-of-all-trades powers is simple: They are running out of ideas but still need to make killers strong in order to sell units. its really just that simple.
