It depends on the convention. Some of them have sessions where you can pay extra for an autograph session, or for a picture session (although only the London MCM convention has had a picture session with the TW cast so far). Usually little cons, like WonderCon or NYCC, don't have the signing/picture sessions, but bigger cons like SDCC do.

There's no legitimate source for this information. It was a rumor started by a photoshopped picture of Colton's IMDB page which was altered to have him listed in episode 8. However, it's not true that we know of, unfortunately.

I read that they wanted him to appear irregularly thorough the season and come back in the last episodes, and it wasn't enough for him, so career-wise it would be better to try something else... And seeing Arrow it was the right move for him :) too bad for Jackson, but keep in mind they didn't kill him, so there's always a chance he might come back :D
