Well, I think a captain could be the one to steer the ship. I think it just kind of depends. Some captains may want to sit back and tell someone else to steer. If it's a pirate crew, it's probably actually safer to steer the ship yourself and not have a helmsman, on the off chance one of your crew wants to kill you and take any loot, they better know how to steer and run a ship.
