To add on to the person above about the individual and not the hotel. You also have to take into consideration about who's monitoring the cameras. They are recorded 24/7, but that doesn't mean they are actively watched 27/7. If someone was actively seeing it happen at that moment and time then yes, they should of called the police as it was an active assault at face value going on. If someone after the fact sees it and the hotel guest are gone, the best you can do is backup the footage and "maybe" pass the footage to police (There could be a possible issue with sharing footage, I'm not aware of it, but you never know). But even if they gave the police the footage, if no one is pressing charges, the police won't bother with it either. unless it deals with someone who doesn't have the ability to exercise agency for themselves. This is why if someone smacks an adult in front of a police, they can stop it, but if the adult doesn't wish to push for persecution, they can't do anything, but if the same thing happen to a child, the persecution would almost certainly happen regardless of the child's participation or not. And of course there are caveats, I'm speaking in general terms.

Hotel should be under scrutiny for blatantly hiding footage of this said incident. Doesn't matter if he's a celebrity or not, a CRIME was committed, you have a duty as a corporation to do the right thing and report it to authorities. Everything eventually comes to light and now this is a ugly mark on your reputation.
