He doesn't say so in this video, but one of the other guy's video reveals that Tejb had dropped a dummy C4. Any wire stops the timer. I think the intent is that the traitor shoots whoever tries to disarm it.

For anyone wondering, the line was already white from the get go. 4th wire is the default when set at 45 seconds, it hasn't changed. If, however, you set it at 50 seconds or more, the wire will be different. But the wire for the bomb will stay as that wire, no matter how long you set it for, afterwards.

2 things about c4 Traitors always defuse it no matter what wire they cut... And every c4 placed that round will never change wire i.e. c4 1 will always be blue c4 2 will always be green etc (actual colors may vary)

at the end: there is always 1 wire that won't be cut and is chosen randomly, if you ever kill a traitor who set a c4 up, his corpse will always tell you what specified wire will always disarm his c4. it doesn't matter how much you rearm and recut it, that chosen one will always be the safety on that traitor's bought c4.
