A pod has it's own cgroup? is it not of the container? (pod being the collection of containers)

Yes, it should be the container, not the pod. Also, other things besides containers can have cgroups. For example, "systemctl status gdm.service: This provides lots of useful information: a human readable description of the service, the location of the unit configuration file, when it was started, its PID, and the CGroups to which it belongs (these limit resource consumption for groups of processes)" - www.linuxvoice.com/issues/010/systemd.pdf
