In the 7th skill, why is the requirement: "when the hero is stationed at the training ground"?

I think he works well with iron hand and jade Raksha.

Yeah if you are looking for an attacking footmen legion he'll be giving both those heroes troops extra might from his 7th skill. Plus he'll hang on in the battle a little longer when his troops are low, protecting the other two.
