There's widespread non-compliance because Gensler's SEC won't allow companies that want to comply to do so. He goes after the ones that are desperately trying to get regulated, while ignoring the real scammers out there, then when those scammers pull off their heists or finally fall apart and get exposed (ex FTX), he points at them and says, "See! See! The space is rife with corruption and scams!" Well, yeah, because you won't do your damn job. That and the simple fact that despite his insistence to the contrary, the laws currently in existence don't really fit with crypto. The howey test doesn't really work for tokens that may sort of start like a security, but eventually take on a form similar to a commodity as they become more and more decentralized. Gensler just wants more people, more power, and a bigger budget. This interview was him trying to sell that to the Senate as best he could.

Could be Alpha Quark token (lol), Aquarius (lmao), Aquanee (lmfao) or Aquari (rofl) addressing the scammer: seriously, at this point is committing securities fraud and, just plain fraud worth the trouble?
