To all poor folks wondering why they can't activate this "mission": it's a mod, fellas. In the base game, you can't get in the VCPD without getting shot at unless you put on the police uniform. This guy went in there in Tommy's regular outfit and damn near had a picnic. So, it's a mod. You can't find this on your game.
