I thought it was weird fake Zelda appears both in her modern outfit and in her ancient robes, but it makes perfect sense - the Yiga Clan are impersonating current day Zelda, while Ganondorf remembers the Zelda he met in the ancient past and dresses her accordingly.

i'm not actually 100% sure, but it might have to do with doing the side adventure at Lucky clover Gazette. or i guess it could just be locked behind main story progress, but i think that side adventure is a more logical trigger in my opinion.
