Дело in this particular context means "case", so it's a file thing. To be honest any case on any agent could be numbered just like that, but yes, it is sad that Bucky was treated like an asset and not like a person at all. He didn't have a name and was always referred to as the asset or sometimes soldier. Thanks for watching! :)
