I'm pretty sure your penguin has to be 30 days old. But my penguin was 21 days old, but I'm still a Epf agent. You need to get an invite of EPF from someone who's already an agent. Just go at a server with lots of people on and ask, someone probably will invite you.

I joined in February this year. When I do that "Chat nicely" mission I get the PSA phone but when I click on that, it will not show me the options "Teleport" and "HQ" and there is no PSA elevator so is that a bug or it can't work because I'm a newer player?
