Secrets of Dressing in Traditional Scottish Kilt

I thought the kilt length was 2 inches above the knee then kneeling down. Also that are you wearing under the kilt ?

it goes to between mid-knee and top of the knee, whilst standing. I'm not a big fan of combining a belt with a waistcoat, by the way. furthermore, the sporran is worn too far low.
