Jupiter (lagna lord) vargottam in the 11th house libra. Elements are different but not contradicting, plus in enemy sign. Jupiter is chestabali, plus conjunct with rahu. Sun's 7th aspect present , but Sun in grahan due to ketu. I would say lagnesh is powerful enough. Due to 11th house placement, this person will not give up easily in any condition, will fight for what the native believes in, and will grow with time. Rahu will have an unusual expansive influence on Jupiter's nature, Jupiter's energy will be spent on curtailing Rahu energy.

Regarding assignment chart, I think Lagna lord being in 11th house is great, specially because it is Jupiter. But it is not so auspicious since it is in enemy sign of Libra in both D1 and D9 and is conjunct with Ra in D1. So a lot of it's energy can be spent in tackling Rahu's unquenchable thirst of desires. Since it is in Libra the desire can be of relationship (7th and 9th aspect in the houses of romance and marriage). Likely to put a lot of efforts in 3rd house as Rahu and Jupiter will both aspect 3rd house. Tatva wise there should not be too much conflict with Jupiter in libra, So I would not expect health issues. Libra will carry the energy of 7th house, so I would imagine some issues in married life stemming from some or the other types of desires.
