Sir can you please explain section 82(b), "patentee" includes an exclusive licensee?

Exclusive licensee is any licensee is one who has absolute rights over the patent - no other licensee can be awarded/assigned any rights in the patent as of now - hence exclusive licensee is equivalent to "patentee" in the eyes of the patent office. Hence the clarification.
