You have to play every game on the collection once including the 4 other unlockable games. To unlock the arcade game Zektor, clear Level 2 in Altered Beast. For Zaxxon, get one Chaos Emerald in Sonic The Hedgehog. To unlock Tac/Scan, find the first bonus area in Ristar. Finally for Future Spy complete the 1st episode on Comix Zone. Good luck!

No, you just have to launch each game once and it will unlock :)
