I am slightly confused by the segment creation, you have set the name of the segment as „Texas large cities” but I am missing a step where you would actually set some filters for „Texas” and eg city population?

Yes, Segment creation involves couple of other steps and not just choosing the Segment On object and schedule. This video should have covered those at high level.
