For anyone trying this today, they added some securities now preventing the modification of serial numbers depending on your Scooters version (especially European version) so trying this will just *not work* and give you a "Error changing serial number" message, that's about it.

A few reasons. Cars require you to undertake tests to acquire a license to operate them. Segway E-Scooters and other branded E-Scooters can be purchased and operated by children and people who are too young to hold a car license. So most western countries have limits on the speed E-Scooters that are readily sold can travel. For example here in Australia, E-Scooters that don't require road registration and a license to operate have to be limited to 25km/h I believe. Another reason comes down to the design of particular scooters. Batteries and electric motors have lifespans, and running them at full significantly reduces that lifespan. I'm just spit balling numbers here for the sake of an example, allowing the batteries to output 100% of their amps and allowing the motors to run at 100% speed may bring the lifespan down to 6 months of daily riding. Restricting them to only being able to output 75% of their power could raise that lifespan 10 fold. The same concept is applied to computer parts. Overclocking processors for example produces a more powerful computer but causes overheating issues and reduces lifespan. So computer processing companies like AMD and Intel purposefully dial back the power a processor outputs. They don't just put limiters on scooters for random reasons. There are always reasons. If you want a scooter that can go faster, there are some of them out there with larger batteries and more powerful motors.

@GYT923 licensing could be a reason, but I don't think extending the lifespan is what the manufacturer had in mind. In fact, a limiter could deteriorate potential buyers for high end scooter and hence lost business opportunities. How can you go faster than 25km per hr with a limiter on? with a larger and big motor, what is that? Your assumption on 100% output at all time is also totally subjective as well for user experience

Actually nearly ALL cars and trucks have electronically limited top speeds. Insurance companies have lobbied to get this in place. Very, very few vehicles are unlimited in their top speeds. Think Ferrari, Lamborghini, and very few others.
