On latest patch I defeated them with 15 divisions as brazil attacking from amazon, you just need to break through jungle and reach coast somewhere between Lima and that southern port, once you do it, build a new port there, and connect it with railway, you will have enough supplies to take south, and if you can, do take Lima, build airports in any state u get btw and thats about it

I hate playing as portugal in hoi4, there's just something feeling so bad about it, idk, I could try, I never even did a Portugal WC, and considering the fact I did it as goofy ahh countries like Bolivia or Paraguay or Afghanistan or even Albania, I think it says a lot
