According to the story he just was asking about him, so unless you can prove he accessed personal files. There really wasn't anything he could of done until the meeting qhen he actually start doing stuff worth reporting, but not at the point where he was inquiring about him.

Kazuki is just one of the many customers that know her by her first name, because a friendly waitress is a great way to increase repeat customers. She wasn't being overly friendly or doting like the guy thought, just receptive and polite. Similarly, it would be seen as being rude to stop someone from venting about a troublesome co-worker or such, as often that is the only kinda therapy people seek in Japan. So, the fact that this is the first time that Mamoru and Kuzaki are in the restaurant at the same time means this is the first time she has a legit excuse to make him stop without harming the business.

So I have a dumb story about rumors. While my brother was a junior is high school, one of the kids from the guitar ensemble missed a few weeks of school because he was sick. Unfortunately, one of the other students made a remark about the guy being sick with meningitis (a very serious and potentially deadly disease that is highly contagious) and my brother was in yhe room when he heard it. Well, he told our mother and she got worried because his medication to treat his Crohn's reduces his immune system so he gets sicker faster, longer and worse than the other students. He did say he didn't know whether or not the information was accurate, but mom didn't take any chances and called the school. They immediately hopped into action and began questioning the students who mentioned it, mostly my brother and one other guy named Ryan. Thankfully it was a false alarm as Ryan just made a joke not knowing my brother had a weakened immune system. When the student who was sick came back, the school nurse told him what had happened while he was absent and asked if he had meningitis. He said no, just a bad case of stomach flu that was going around. While not as salacious as say a womanizer, this story does hold the power of just how rumors can turn life upside-down if you're not careful.

At the same time, the US was training Afghani military troops to fight as well, that's not something you do for a country you are warring with.
