is IList used when we have to deal with multiple items and is there any reasons you used elements with IList or was it just that we already had used element

Option is an webelement. And when we use AllSelectedElements, it returns IList . You can mouse over on that code and you can see what is AllSelectedElements is IList .

When you want perform multiple things with same element, like you may want to find whether it is displayed, Is selected and want to click and so on.
